Monroe County Jail Roster Overview

The Monroe County Sheriff's Department runs the jail at 225 E. 3rd Street in Waterloo and is responsible for the care and custody of people held there. Its website carries service pages for the correctional division, inmate mail, medical care, visitation, and property. What it does not carry is a current-inmate database. During this research, no sheriff-hosted roster or booking-photo search page was found, so the page below is built around that reality rather than a familiar "enter a last name and search" box.

The county jail roster, if you reach it by phone or by request, covers only local custody. It does not show people who were sentenced to an Illinois prison, people in federal custody, or people held on an immigration matter. Each of those is a separate system with its own locator, covered further down. Treat the county jail as the first stop for a recent local arrest and a starting point, not the whole picture.

How to Find Someone in Monroe County Custody

With no live roster, the search is a short, ordered chain. Start with the jail, then widen out by custody level. Have the person's full name ready, and a date of birth or arrest date if you know them, because that is what lets staff or a clerk find the right record.

1. Call the Monroe County Sheriff's Department and jail at 618-939-8651 and ask whether the person is in custody and what can be shared by phone.
2. Check the Monroe County Sheriff Illinois app, which the department promotes for jail information and public-safety alerts.
3. Search the county court records on Judici once charges are filed, to confirm a case and the next court date.
4. File a written records request with the county for a booking sheet or older record that is not posted online.
5. If the person was sentenced or transferred, switch to the state, federal, or immigration locator that fits.

Because the official sources do not include an online booking form, the table below stands in for a roster search box. It maps the goal to the right official channel.

Requesting Monroe County Booking Records Through FOIA

When the jail cannot share a record by phone, the formal route is a written request under the Illinois Freedom of Information Act. The county handles these through its FOIA officer, Sausha Alderman, at 100 S. Main St., Waterloo, IL 62298, reachable at 618-939-8681 ext. 232. A request can be made in person, by mail, or by email, and it should be specific. Name the person, the date of birth and arrest date if known, and the exact records, such as a booking sheet, custody status, or release date.

The county must respond within five working days of receiving the request, with a possible short extension for large or hard-to-gather records. Commercial requests run on a 21-working-day timeline. The first 50 black-and-white letter or legal pages are free, and additional pages run 15 cents each. The county also notes that if the information is already on its website or can be answered by a quick call to the department, a formal FOIA may not be needed.

What a Monroe County Inmate Profile Shows

No public sample profile was located for the Monroe County jail, so the fields below describe what a booking record normally holds and what a records request can return. The jail photographs and fingerprints people at intake under Illinois jail standards, but that does not mean any of it is posted online. Treat a housing unit, an exact charge list, or a booking photo as request-only unless an official roster appears later.

Finding Monroe County, State, and Federal Inmates

The county jail covers pre-trial and short-sentence inmates. A person sentenced to a longer felony term moves to an Illinois Department of Corrections prison and appears in the statewide locator. Federal sentenced inmates use the Bureau of Prisons, and immigration detainees use a separate ICE locator. Matching the person to the right system is the whole game.

In that system the IDOC number and the current facility are the key fields, and a county booking number will not work. For federal custody, the Federal Bureau of Prisons inmate locator searches by register number or by name.

For an immigration matter, use the ICE Online Detainee Locator System, which searches by A-number with country of birth, or by name, date of birth, and country of birth. A federal pre-trial defendant held under a U.S. Marshals contract may not show in the prison locator yet.

Monroe County Jail Facilities

The county jail in Waterloo is the main facility and the normal starting point. A larger jail in St. Clair County is listed here only because the state inspection notes it can hold Monroe County detainees when needed. Start with Monroe County, and call St. Clair only if Monroe, the court file, or an agency points you there.

Booking and Intake in Monroe County

Monroe County does not publish a step-by-step booking page, so the process follows Illinois jail standards plus the jail's own service pages. After an arrest, deputies or another agency bring the person to the jail. Intake includes a check that the confinement is legal, a search, identity verification, fingerprints, and a photograph taken under current law. Seriously ill or injured people get a medical look before they are held. Notices of rights and jail rules are posted in the receiving area.

After booking, the prosecutor and the court decide the formal charges and whether the person is released or detained. Illinois ended cash bail in September 2023, so release now turns on court-ordered conditions and detention decisions rather than paying a set amount. A new booking will not appear on any public web roster, because none was located, so confirm custody by phone or through a records request.

Monroe County Jail Visitation and Video Visits

The Monroe County Jail offers video visits, scheduled through a vendor named InmateSales. The sheriff's page does not post a fixed day-and-time schedule, so the safe move is to create an account, check availability, and call the jail if the system does not show open slots. Visits are recorded and monitored, and visitation is a privilege that can be limited for discipline, security, or threat reasons.

Note: do not carry purses, cases, or strollers into the secure area when you can avoid it, since the jail does not publish locker availability.

Mail and Inmate ID Requirements

The jail uses two different mailing addresses, and sending mail to the wrong one gets it rejected. Standard non-legal mail from friends and family goes to a scanning vendor at a Kentucky post office box. Legal mail and money orders go to the physical jail in Waterloo. Every incoming letter must carry the inmate's name and inmate ID plus a return address, so call the jail for the inmate ID before you mail anything.

Mail must be no larger than letter size and no thicker than light card stock so it can feed through a scanner. Pictures are the only enclosure allowed, up to 10 per package on photo paper. Stamps, blank envelopes, stationery, cash, checks, stickers, homemade or musical cards, and colored or non-white paper are not allowed, and non-compliant mail is destroyed rather than returned.

Medical, Property, and Inmate Funds

Medical care at the jail is handled by Advanced Correctional Healthcare. Detainees ask for care through a kiosk in the recreation area or in soft holding, and in an emergency they are told to notify a corrections officer right away. Required medical fees are deducted from the detainee's account, which shows that inmate accounts exist even though the sheriff pages do not post a deposit vendor.

Property rules are narrow. Only white T-shirts, white socks, white underwear, and white long johns can be dropped off, all new and in original packaging. Personal property is returned at release, and unclaimed property is destroyed 60 days after release. For someone transferred to state or federal custody, the jail lets the inmate approve people to pick up property, who must come to the jail to claim it.

The sheriff treats a mobile app as a main way to reach residents and repeats the download prompt across the department site. The free app offers crime reporting, tips, public-safety news, and what the department calls jail information and important public-safety databases. The store listings do not say whether it includes an inmate roster, so check it for any app-only jail tools rather than assume it has them.
